OC Parks' Talbert Regional Park Master Plan Project Website
DESCRIPTION:
The County of Orange (County) proposes to implement the 2025 Talbert Regional Park Master Plan, which encapsulates the long-term vision for the Park with an emphasis on resiliency, safety, and accessibility. The Master Plan also functions as a Resource Management Plan, providing goals and strategies to guide decisions regarding future policy, land use, and on-going decisions. Design concepts for the Park have evolved through a collaborative process with the regulatory agencies and members of the public residing in communities surrounding the Park. The proposed key improvement areas are the Nature Center, Balboa Boulevard Entrance and minor Infrastructure Improvements. Project construction is estimated to begin in the Fall of 2027 and would last approximately 7 months, concluding in Spring of 2028.
In accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000-21177) and pursuant to California Code of Regulations Section 15063, the County, is acting in the capacity of Lead Agency for the preparation of an environmental document to determine if the proposed Project would have a significant effect on the environment. An Initial Study/Mitigated Negative Declaration (IS/MND) has been prepared to address the direct, indirect, and cumulative environmental effects of the Project, as proposed.
